Under NCRFU rules, a red card is an automatic, administrative two scheduled match/15 day suspension
(whichever is longer) from participation in ALL rugby worldwide. Two yellow cards for dangerous or violent play in
the same competitive season carries the same penalty as a red card.
As the Referee on the pitch is the sole judge of
law and fact on the pitch, there is no appeal from a red or yellow card;
however, under certain circumstances, an offender may be referred to the NCRFU
Disciplinary committee for consideration of additional sanctions. Click here for the NCRFU Disciplinary Guidelines (pdf).
Exception to Mandatory Suspension: If a player receives a red card in a match for repeat technical violations (e.g. offsides; hands-in ruck) that are neither violent nor dangerous, then the red card shall not result in a mandatory two week suspension. However, if any of the offenses that gave rise to the red card included a yellow card for a violent or dangerous nature, then the red card still carries with it the mandatory two scheduled match/15 day suspension.
Referees must notify the NCRFU Disciplinary Chair, Matt Eason, by either completing the Disciplinary Action Report Form, sending an email (matthew@capcitylaw.com) or fax (916-438-1820) of the issuance of a red or yellow card no later than noon
two days after the match, which is normally the next Tuesday.

David Sinoti (San Mateo) as a result of a video citation from Diablo Gaels match is suspended for four weeks or four games, whichever is longer.
East Palo Alto RFC is on probation for persistent referee dissent. If EPA receives a yellow card, red card, or a coach is sent from the playing enclosure for referee dissent during the remainder of the season, EPA’s future games will be suspended pending a hearing before the disciplinary committee.
Pending Citations
A citation is pending against a high school player for biting. That player has been suspended pending completion of a disciplinary hearing, or a voluntary resolution.

Tongia Vaitaki (CIPP 317851, Haggis), has been suspended by the PCRFU for four weeks or four matches for punching an opponent in the 3/29 match v Olympic Club. The first match of Mr. Vaitaki's suspension was served 4/5 v Sac Lions. Mr. Vaitaki has accepted the suspension.

Disciplinary Committee Actions

NCRFU Executive Committee Actions
Following the meeting of the NCRFU Executive on November 27th, the following decision has been made regarding the recommendations from the disciplinary committee:
- Justin Giles. Following a recommendation for additional sanction from the disciplinary committee regarding Mr. Giles, who is serving a suspension for foul play that extends to September 2008, yet played at the Chico holiday classic in October 2007.
- As a result Mr. Giles suspension is extended to 5 years and expanded to include coaching; Mr Giles will become eligible to play and coach in January 2012.
- Mr. Giles may not be involved with the administration of the Petaluma Leghorns, he may only be a spectator (the club is reminded that they are responsible for his behavior as a spectator).
- Petaluma Leghorns RFC; following a recommendation from the disciplinary committee for sanction of the club arising from item (1) above, the club allowed a suspended person to play before he was eligible to play
- Petaluma Leghorns RFC are suspended from play for the 2007/8 season, subject to the following stay of enforcement, allowing their league schedule;
- Petaluma Leghorns will be ineligible to advance to the NCRFU or PCRFU playoffs; should they finish in a playoff position, the team behind them in the standings will advance
- Petaluma Leghorns will maintain a satisfactory level of discipline, with particular regard to foul play
- Petaluma Leghorns will invite a local referee to at least one practice to discuss foul play and other key interpretations
- Justin Giles may not be involved, subject to his suspension
- Scott Dennison may not be a coach or administrator for the clu

Disciplinary Committee Actions
A high school club has disciplined one of its assistant coaches. The disciplinary committee as reviewed the complaint, and the action, and believe the action taken by the club was sufficient.
The following have been sanctioned by the NCRFU for the week ending 03/25/07:
Having considered the recommendations of the Disciplinary Committee, the Executive Board has imposed the following:
San Mateo RFC: Having received 3 red cards in a single season, San Mateo is placed on probation. Should San Mateo receive an additional red card (for anything other than repeat technical infringements), the club will be immediately suspended for the remainder of the 2007 season (XV side), including playoffs. Also, for the 2008 season, San Mateo must face the DC upon issuance of their first red card offense (for anything other than repeated technical infringements).
Hayward RFC: Hayward did not comply with the NCRFU guidelines regarding the field enclosure, and a fight ensued in which non-participants joined the fight. Given that Hayward has no more home matches, Hayward must ensure that proper sideline barriers are present at Pepsi field for the upcoming CR1 matches. From now on, ropes are no longer adequate and Hayward must provide (at a minimum) orange construction fencing. If the proper barriers are not present, all non-participants must move behind the nearest physical barrier (parking lot fence).
The Disciplinary Committee has imposed the following:
Jose Henriquez (Burbank Islanders CIPP 350482) received a three match suspension for a punch, with one previously administered by his club. He is not eligible until after the Lancer match.
Tevita Lata (San Mateo CIPP 167712) (originally mistakenly identified as Maika Latui) received a yellow card for a dangerous tackle, and then in the same match received a red card for fighting. Tevita Lata has been suspended for the longer of 6 weeks/matches. The suspension is from 15 a-side matches, and to the extent there are not enough remaining matches this season, the suspension will continue forward into next season. In addition, Mr. Lata is on probation for one calendar year. If he received a red card during that year for other than repeat technical infringments, he must face the DC. (Maika Latui IS eligible for immediate participation)
Kesome (aka Samsoni) Veikoso (Hayward CIPP 343673) received a red card for entering the pitch to join a fight. The Hayward Club voluntarily suspended him for an additional match. DC supports Hayward’s three match suspensions for their players and lauds the club for self policing. However, the DC increased the suspension for Kesome Veikoso to four matches, and he is prohibited from being inside the playing enclosure during the matches.
Luki (aka Seone) Veikoso (Hayward CIPP 269519) entered the pitch to join a fight. DC supports Hayward’s three match suspensions for their players and lauds the club for self policing. However, the DC modified the suspension of Luki such that he is prohibited from being inside the playing enclosure during the matches.
Tevita Okusi (Hayward CIPP 343680) entered the pitch to join a fight. DC supports Hayward’s three match suspensions for their players and lauds the club for self policing. However, the DC modified the suspension of Tevita such that he is prohibited from being inside the playing enclosure during the matches.
The following players were cited, and are on probation for fighting. If any receive a red card for anything other than a technical repeat infringement within the next calendar year, the offender will receive an automatic four week suspension, and any further sanctions for the next incident will be doubled as well.

Justin Giles (Petaluma CIPP # 267364): Knee to the head of a player in a defenseless position. Mr. Giles indicated prior to the disciplinary hearing that he has “hung up his boots.” However, as a formality Mr. Giles has been suspended until September 2008. If Mr. Giles decides to return at the end of his suspension, and a club chooses to risk allowing him to play for them, he will remain on probation until September 2010.
Takai Moeaki (San Mateo CIPP # 216664): Stomp to the head of a player in a defenseless position (Reported last week). Mr. Moeaki was given an opportunity for a disciplinary hearing on March 6, 2007, but his club requested the matter be delayed due to a family emergency. In accordance with their request, Mr. Moeaki is suspended indefinitely by the NCRFU, and will not be allowed to return (if ever) until such time as he makes himself available for a Disciplinary Hearing.
Charles Latu (Diablo Gaels II’s): Off the ball punch to the head of an unsuspecting player. Mr. Latu is suspended for two weeks. The disciplinary committee will meet to determine if the allegations are true, and if so what discipline is appropriate.

Under NCRFU rules, a red card is an automatic, administrative two scheduled match/15 day suspension
(whichever is longer). Two yellow cards for dangerous or violent play in the same competitive season
carry the same penalty as a red card. As the referee is the sole judge of law and fact on the pitch,
there is no appeal from a red or yellow card; however, under certain circumstances, an offender may
be referred to the NCRFU Disciplinary Committee for consideration of additional sanctions.
Exception to Mandatory Suspension: If a player receives a red card in a match for repeat technical
violations (e.g. offsides, hands-in ruck) that are neither violent nor dangerous, then the red card
shall not result in a mandatory two week suspension. However, if any of the offenses that gave rise to
the red card included a yellow card for a violent or dangerous nature, then the red card still carries
with it the mandatory two scheduled match/15 day suspension.
The following have been sanctioned by the NCRFU for the week ending 1/20/07:
This week was much better than last. We only had one red card. After a review of the tape between the Olympic Club, and the Diablo Gaels match from January 20, 2007, a suspension was also given to another player. Remember folks, there is no better evidence then a video! There may not be touch judges, but a camera may be on.
Warner Taumalolo (Reno RFC CIPP 303611): Red Card for abuse of referee. Mr. Taumalolo acknowledged that his conduct was wrong, and displayed remorse both on the pitch and during the course of investigation. After further investigation by the disciplinary committee, and taking into account Mr. Taumalolo’s post-incident acknowledgments and cooperation with the disciplinary committee, it was agreed by all that a five game suspension was appropriate. However, all parties are reminded that any physical touching of the referee, no matter how minimal, is subject to discipline, and may even result in criminal actions.
Isikeli Faiva (Diablo Gaels CIPP 268163): Two game suspension by disciplinary committee for punching. Mr. Faiva will not be eligible until February 18, 2007.

Suspension of Soane Fotofili
The Disciplinary Committee is very disappointed to stall the rugby career of a young player who shows phenomenal potential. However, foul play and false identification will not be tolerated! As a result of foul play in the B Side match between Sacramento Lions and the Diablo Gaels, Soane Fotofili aka Sam Langi has received a 10 week ban. Because Mr. Fotofili gave a name to the referee that the committee believed was either false, or with the intent to deceive, the Disciplinary Committee extended the ban for one full year. Mr. Fotofili is not eligible to participate until January 22, 2008.
It should be clear at this point, that foul play will not be tolerated by the committee.
Repeat Infringements
There has also been a slight change to the mandatory suspension for a red card given for repeat infringements. The exception is as follows:

The good news is there were no red cards. The bad news is there were a whole bunch of yellow cards. Dangerous tackles seem to be the biggest culprit. Playing a man down can’t be good for the team, and sending someone to the hospital can’t be good for anyone. Let’s bring those tackles down folks!!!

The following players have been sanctioned by the NCRFU on 2/25/06:
A panel of the NCRFU D/C has given Seone ("Seleti") Mokofisi, Reno Zephyrs, a two year ban. Mr. Mokofisi may resume play 2/2/08. In the Reno match at Mission on 1/28/06, Mr. Mokofisi received a yellow card for foul play. While in the sin bin for the yellow card, Mr. Mokofisi entered the field of play and attempted to block an opponent trying to score. Mr. Mokofisi then tried to start a fight with his opponents immediately after interfering with play. For this action, Mr. Mokofisi received a red card. After being given the red card, (i) he then verbally abused the referee and had to be restrained by his teammates, and (ii) then, after the match, approached the referee and threatened him with physical harm, and, again, had to be restrained by his teammates.
